FDA Healthy Claim Sodium Limits

The healthy claim caps sodium at 10 percent DV, currently 230 mg per RACC, roughly half the old 480 mg limit. Why it disqualifies the most products, and what moves it.

The FDA healthy claim sodium limit under the updated definition of "healthy" is 10% of the Daily Value, currently 230 mg, per reference amount, and it applies to every individual food category in the rule. That number knocks out more existing products than any other part of the definition, because the 1994 version allowed 480 mg. This article covers where 230 mg comes from, how the ceiling scales up for mixed products, main dishes and meals, what the per-50 g rule does to small-serving snacks, and which reformulation levers move sodium in a working formula.

It is written for a manufacturer deciding whether an existing product can carry the word by the compliance date. The food group minimums and the other two nutrient limits are covered in the full requirements article; the separate voluntary sodium reduction targets are covered in the sodium targets article.

Status first: what is actually binding

The updated claim was published as a final rule at 89 FR 106064 on 27 December 2024, amending 21 CFR 101.65(d). Its effective date moved from 25 February 2025 to 28 April 2025 under the 2025 regulatory freeze. The compliance date did not move: 25 February 2028.

The regulation is final, so the criteria are settled. The claim is voluntary: nothing forces you to say "healthy" on a package, but if you use the word in a nutritional context the food has to meet 101.65(d) by that date. Work from the tables in 101.65(d) rather than FDA's consumer summary page, which rounds some figures differently.

Where the FDA healthy claim sodium limit of 230 mg comes from

The regulation does not state the limit in milligrams. It states a percentage of the Daily Value: 10% DV for an individual food. The sodium Daily Value in 21 CFR 101.9(c)(9) is 2,300 mg for adults and children 4 and older, so 10% DV is 230 mg. FDA's preamble confirms the arithmetic, describing the limit as "currently 230 mg."

That phrasing matters. If FDA revised the sodium Daily Value through rulemaking, the "healthy" limit would move with it, because the regulation is pegged to the percentage. No such change has been proposed, and the 2025-2030 Dietary Guidelines for Americans kept "less than 2,300 mg per day" for ages 14 and older.

The 10% figure is not arbitrary. FDA's consumer shorthand treats 5% DV or less per serving as low and 20% or more as high, so a 10% ceiling puts a "healthy" food in the lower middle: it can appear several times in a day without pushing a consumer past 2,300 mg. Average United States intake is about 3,400 mg a day, and more than 70% of it comes from commercially processed, packaged and prepared food.

The 1994 rule allowed 480 mg, and that is the real story

The original "healthy" definition (59 FR 24232, 10 May 1994) was nutrient-centric. It capped total fat, saturated fat, cholesterol and sodium, and required at least 10% DV of one "nutrient to encourage": vitamin A, vitamin C, calcium, iron, protein or dietary fiber. The sodium cap for individual foods was 480 mg per reference amount, about 20% DV, with 600 mg for meals and main dishes.

Under the 2024 rule the individual-food figure is cut roughly in half, from 480 mg to 230 mg. Meals moved from 600 mg to 690 mg, a modest loosening; main dishes moved from 600 mg to 460 mg, a tightening. The pain lands exactly where most packaged goods sit: single foods sold by the reference amount. That is why sodium, rather than added sugars or saturated fat, disqualifies the most existing products. A soup, a sauce, a cheese, a deli meat or a cracker could clear 480 mg without much thought. Clearing 230 mg takes a deliberate reformulation, not a rounding-level tweak.

The full sodium table, category by category

Here is the sodium column of 101.65(d) in one place. For individual foods the number is identical in every category except 100% oil, which is held to 0% DV. Variation starts only with combination foods. Individual foods are tested per reference amount, or per 50 g when the RACC is small; mixed products per RACC; main dishes and meals per labeled serving.

The escalation from 230 to 345 to 460 to 690 mg acknowledges that an entree covering three food groups carries more sodium than a can of beans. It is not a loophole reachable by relabeling. Each tier has its own food group minimum: one equivalent from at least two groups for a mixed product, two from at least two groups for a main dish, three from at least three groups for a meal, with main dishes and meals also meeting 101.13(m) and 101.13(l).

The per-50 g rule for small reference amounts

Under 101.65(d)(3)(ii) the criteria apply per reference amount when the RACC is greater than 50 g or greater than 3 tablespoons, and per 50 g when the RACC is 50 g or less or 3 tablespoons or less.

This is the most misread mechanic in the criterion, and it always cuts against small-serving products. Snack crackers and cookies have a 30 g RACC; non-snack crackers, melba toast and ice cream cones are 15 g. In none of those cases do you test 230 mg against the labeled serving. You scale the formula up to 50 g and test that.

Work it through for a snack cracker. A formula with 180 mg of sodium in its 30 g reference amount declares 180 mg and shows 8% DV, which looks compliant. The healthy test is per 50 g: 180 divided by 30, times 50, is 300 mg, which fails by a wide margin. To pass, that cracker has to come in at 138 mg or less per 30 g, an effective ceiling of 4.6 mg of sodium per gram of product.

Anything with a RACC of 15 g, 30 g or 50 g is tested on the 50 g basis, breads and rolls included. Larger reference amounts, such as yogurt at 170 g, are tested per RACC. Confirm your category in our RACC lookup first, because the wrong basis invalidates the assessment.

Where common product types sit relative to 230 mg

The table below is directional, not regulatory. FDA publishes no per-product sodium data and every formula differs, so treat it as a triage list. The last column names what usually decides the outcome.

One point saves a lot of analysis: 101.65(d)(3)(i) makes some foods automatic qualifiers with no nutrient testing at all. A food made only of vegetables, fruit, whole grains, fat-free or low-fat dairy, or lean meat, seafood, eggs, beans, peas, lentils, nuts or seeds, with nothing added but water, qualifies outright in fresh, frozen, canned or dried form. Add salt to the can and the 230 mg test applies.

Reformulation levers that actually move sodium

Assume a product sits 60 to 120 mg over the line. These are the levers that close that gap, in rough order of sodium moved per unit of formulation pain.

Potassium chloride substitution

Replacing part of the sodium chloride with potassium chloride is the largest single lever, because it removes sodium while keeping an ionic salty character that no flavor fully substitutes for. The constraints are real: potassium chloride carries a bitter, metallic note that rises sharply with substitution level, so partial replacement is the practical route. It also enters the ingredient statement and changes the potassium declaration, potassium being mandatory on the panel with a Daily Value of 4,700 mg.

Particle size and surface salting

Where salt sits on the outside of the product, as with crackers, chips, nuts and pretzels, perceived saltiness depends on how fast it dissolves on the tongue, which depends on particle size and surface area. Finer or hollow-structured particles give the same perceived saltiness at a lower dose, because more salt reaches the taste receptors instead of being swallowed undissolved. Moving salt from the dough into the topical dressing does the same job: interior salt raises the analytical figure with far less sensory return. For a snack 20% over the limit, particle size and topical redistribution are often enough on their own, with no ingredient statement change.

Yeast extracts and savory building blocks

Yeast extracts and other umami-forward ingredients do not add saltiness directly. They restore the depth that goes missing when salt comes out, which is what makes a reduced-sodium version taste flat rather than merely less salty, and they help mask potassium chloride bitterness. One caution: many carry their own sodium, so check the specification rather than assuming zero.

The sodium you are not counting as salt

Plenty of products fail 230 mg without much salt having been added, because sodium arrives through functional ingredients. Chemical leavening is the big one: sodium bicarbonate and sodium acid pyrophosphate systems put real sodium into every biscuit, muffin, cookie and cracker before any salt is dosed. Preservatives and processing salts do the same, including sodium benzoate, sodium propionate, sodium nitrite in cured meats and sodium phosphates in meat, cheese and bakery systems. Cheese is its own case, because salt there controls moisture, texture and ripening rather than acting as seasoning.

Build a sodium budget from supplier specifications rather than the recipe card. Products that look mysteriously non-compliant usually have a third or more of their sodium coming from something other than salt, and there a leavening or preservative change does more than dialing back the salt.

How this relates to the voluntary targets and the proposed front-of-package box

Three sodium programs run in parallel and are frequently confused. Only one is a condition of using the word "healthy," and that is the claim itself: final regulation, voluntary claim, 25 February 2028 compliance date, 230 mg sodium per RACC for individual foods.

The second is FDA's voluntary sodium reduction targets. Phase I was final guidance issued in October 2021, aiming to bring average intake from about 3,400 mg to about 3,000 mg a day across 163 food subcategories. Phase II, Edition 2, was issued as draft guidance on 15 August 2024, aiming at about 2,750 mg a day within three years after finalization, and it is still draft. Targets are set in milligrams per 100 g, with a sales-weighted mean and an upper bound: flavored potato and vegetable chips have a Phase II draft target mean of 480 mg per 100 g and an upper bound of 670 mg per 100 g. These are guidance. They are not requirements, they gate no claim, and no product is out of compliance for missing them.

The third is the front-of-package "Nutrition Info" box, proposed 16 January 2025 at 90 FR 5426. It has not been finalized and no packaged food is required to carry it. If it were finalized as proposed, the box would show saturated fat, sodium and added sugars with the words "Low," "Med" or "High," using 5% DV or less for Low, 6% to 19% for Med and 20% or more for High. A "healthy" individual food at 10% DV sodium would fall in the Med band, since Low would need 115 mg or less. The same proposal would tighten the binding "low sodium" claim from 140 mg to 115 mg; unless it is finalized, 21 CFR 101.61 still says 140 mg.

Frequently asked questions

If my product already carries a "low sodium" claim, does it pass the healthy claim sodium test?

On sodium, yes: "low sodium" under 21 CFR 101.61 currently means 140 mg or less per reference amount, inside 230 mg. Watch the basis, though. The low sodium claim switches to a per-50 g test when the RACC is 30 g or less or 2 tablespoons or less, while the "healthy" criteria switch at 50 g or 3 tablespoons. Passing on sodium does not make a product "healthy"; it still has to meet the food group minimum and the other two nutrient limits.

Do I test against the rounded sodium value on my label or the analytical value?

The regulation states the limit as 10% DV. Sodium is declared under 101.9(c)(4) to the nearest 5 mg from 5 to 140 mg and the nearest 10 mg above that, and %DV may be computed from the rounded or unrounded amount. A product within one rounding increment of the limit is exposed either way, so treat 230 mg as a formulation target, not a rounding target.

My product is a soup. Is it an individual food, a main dish or a meal?

It depends on whether it meets the definitions in 21 CFR 101.13(m) or 101.13(l) and delivers the food group equivalents for that tier. The difference is worth 230 mg of headroom, so settle it first. A single-food soup faces 230 mg per RACC; a soup that genuinely qualifies as a main dish, with two food group equivalents from at least two groups, faces 460 mg per labeled serving.

What records do I need to keep?

Under 101.65(d)(4) you must keep written records verifying food group equivalent content, including recipes, formulations, database analyses and batch records, for at least two years after the food enters interstate commerce, unless the equivalent is evident from the label or the food is an automatic qualifier.
